Local Alcohol Policy

We’re seeking feedback on Napier’s draft Local Alcohol Policy, which sets rules around where and when alcohol can be sold. Your input will help shape the policy. Let us know what you think!

Draft Local Alcohol Policy

Council is consulting with our community to ensure our Local Alcohol Policy is meeting our needs.

Council may consider policies on the:

  • Location of places which sell alcohol, this can include pubs, bars, clubs, restaurants, cafes, bottle stores, supermarkets and anywhere else which has a licence to sell alcohol.
  • Maximum trading hours for licenced premises.
  • One way door restriction which is a policy that allows customers to leave but not re-enter a premises after a certain time.
  • Discretionary conditions which a licensing committee may consider when considering an alcohol licence application.

How to have your say

We've provided a number of ways for people to have their say on the draft Local Alcohol Policy. 

If you need assistance or would like a full copy of the document, please visit our Customer Service Centre, Napier Library, or Taradale Library, where our friendly teams are ready to help.

Ways to submit:

  • Online: Fill out the online submission form here.
  • Email: Send your feedback to info@napier.govt.nz.
  • In person: Drop it off at the Customer Service Centre, or at Napier or Taradale Libraries.

Make sure to have your say by 5pm, Monday 14 April. You can also request to present your views in person at a Council hearing proposed for Tuesday 29 April, 2025.
