Further Submission Period

In accordance with the Resource Management Act 1991 (RMA), Napier City Council has notified the Ecosystems and Indigenous Biodiversity Chapter as part of a proposed variation to the District Plan. The next phase in this process is the Further Submission Period, where eligible parties can comment on the Summary of Decisions Requested from the initial submission stage.

Napier City Council invites further submissions on the submissions received for the Ecosystems and Indigenous Biodiversity Chapter of the Proposed Napier District Plan from Friday 28 March. Further submissions must be received by 5pm, Thursday 10 April, 2025.

What is a Further Submission and How Does it Work? 

A Further Submission allows individuals or organisations to:

  • Support or oppose a matter raised in an original submission.
  • Provide additional perspectives or reasoning.
  • Ensure that decision-makers have a full understanding of the issues before proceeding to hearings.
  • A Further Submission cannot introduce new submission points—it must respond only to matters raised in existing submissions.

Who Can Make a Further Submission?

Under Clause 8 of Schedule 1 of the RMA, the following groups can make a further submission:

  • Any person representing a relevant aspect of the public interest.
  • Any person directly affected by the proposal in a way that is greater than the general public.
  • The local authority (Napier City Council).

If you are unsure whether you qualify, you are encouraged to submit, and eligibility will be determined accordingly.

Additional Requirements 

A copy of your Further Submission must be sent to the original submitter within five working days of lodging it with Council, as required under Clause 8A of Schedule 1 of the RMA. Contact details for submitters are available on our website.
